Relating to the suspension of a student enrolled in a grade level
below grade three from public school and to a positive behavior
program for public schools.

Bill Analysis
HB 674 would establish a Positive Behavior program that provides for alternative discipline for children in the third grade or younger who violate their school's code of conduct. HB 674 would require that the program not rely on the use of in school or out of school suspension for discipline. This bill would also not allow school districts to suspend children lower than the third grade unless there are issues with drug and weapons offenses.
