Relating to procedures for a student enrolled in a special education program who fails to perform satisfactorily on certain assessment instruments.

No significant fiscal implication to the State is anticipated. 

Bill Analysis

This bill would allow special education students who fail certain standardized tests to become approved by a commission to be promoted to the next grade if the child can show proficiency in another way before the student is administered the test for a second time.  A student passing the test after taking it a second time would also be able to be promoted. 

Vote Recommendation Notes

HB 657 limits government in a significant way by allowing special needs students the flexibility they may need so they are not unnecessarily held back in their education. For this reason, we support this bill.
