Bill Analysis
HB 481 would prohibit the Texas Education Agency from recovering over-allocated funds from the Foundation School Program if the over-allocation occurred more than seven years before the discovery was made and resulted from statutory changes and related requirements.
Vote Recommendation Notes
This bill violates our limited government principle. The government has a responsibility to properly manage taxpayer funds as efficiently as possible. This bill decreases accountability and allows for over-allocation of funds to go without being repaid in certain circumstances. For these reasons, we oppose 481.
