Bill Analysis
This bill would rearrange language in the statute regarding aggravated kidnapping to more clearly delineate the circumstances under which a kidnapper would be required to register as a sex offender.
Vote Recommendation Notes
The law already requires that a person who kidnaps another person with intent to violate or abuse the victim sexually must register as a sex offender. To the extent that there is any confusion about current statute, this bill should relieve that confusion but not otherwise make substantive changes. For this reason we remain neutral and have no objections to the bill's passage.
