Bill Analysis
HB 4122 would allow a landowner of a contiguous parcel that is greater than 1,000 acres in size and is included in two or more groundwater conservation districts to petition districts requesting transfer of territories for the entire parcel to be included in a single district. Procedures and conditions for petitions would be created and districts would be authorized to enter into agreements with landowners for these purposes.
Vote Recommendation Notes
This bill upholds the principles of limited government and property rights by providing a means by which an owner of a large, contiguous parcel of land can bring the land under the jurisdiction of one groundwater conservation district. Because this bill resolves a hardship of certain landowners required to follow the different rules and regulations of multiple GCDs, we support HB 4122.
