Bill Analysis

HB 40 would amend the Government Code to add that the comptroller may not deposit to the credit of the general revenue fund money received from the federal government. The comptroller would account for and administer federal money separately in a manner that ensures federal money is used for the purposes for which federal money is received. This would be accomplished through either designating or creating a fund or account in the treasury or merging, consolidating, or segregating funds or accounts.

Vote Recommendation Notes

This bill enhances our limited government principle by increasing accountability with respect to the use federal funds. We support HB 40.
