Bill Analysis
HB 3952 would inactivate, but not abolish, the Texas Grain Producer Indemnity Board. The board would be available for reactivation upon the order of the commissioner of the Department of Agriculture (DOA), which would be required upon the petition of 200 or more grain producers. In the meantime, the DOA would administer the grain producer indemnity fund.

This bill supports the principle of limited government by ensuring the need for the Texas Grain Producer Indemnity Board by inactivating it until at least 200 grain producers petition for its reactivation. For this reason, we support HB 3952.
