Bill Analysis
Under current law, certain municipalities are authorized to create homestead preservation districts and reinvestment zones to provide affordable housing and prevent involuntary homestead loss for low- and moderate-income homeowners. HB 3919 would expand this authorization to include the City of Houston.
Vote Recommendation Notes
This bill infringes on the principles of limited government and the free market by expanding the application of the homestead preservation districts which facilitate the preferential treatment of select groups of individuals and create market distortions. For these reasons, we oppose HB 3919.
