Bill Analysis

HB 3882 would prohibit a former statewide elected official from engaging in activities that require registration as a lobbyist for two years after the person leaves office. This would also apply to members of the official’s staff who report directly to a statewide elected official. A violation would be a Class A misdemeanor.

Vote Recommendation Notes

We do not object to a cooling off period before elected officials and their senior staff may work as registered lobbyists. However this bill would apply only to statewide officials and not to members of the legislature. It is offensive to the notion of limited government that the legislature would require a cooling off period for statewide officials while exempting themselves. For this reason we oppose HB 3882.
