No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 3784 would allow handgun instructors to apply to give online instruction to individuals under most circumstances. Individuals who receive online instruction would also have to receive one to two hours of additional range instruction before physical demonstration would be allowed. Otherwise, all other provisions related to range instruction would apply. 

Vote Recommendation Notes

This bill affirms our principle of individual liberty by allowing individuals to have a portion of their handgun instruction be conducted online if they so choose. This bill could be improved if it were amended to remove the language requiring "experience working with government entities" to teach an online instruction course and the additional range instruction requirements for individuals who received online instruction. Ultimately, we support HB 3784.
