Fiscal Notes

The bill would have a negative, but indeterminate, fiscal impact to the state due to unknown spending reductions to the principal balance of the General Revenue-Dedicated Lifetime License Endowment Account No. 544 resulting in reductions in interest revenue.

Bill Analysis

Under current law, the lifetime license endowment account may be used by the Parks and Wildlife Department to acquire and maintain public hunting and fishing areas. HB 3781 would also allow this fund to be used to make capital expenditures related to fisheries and wildlife resources. It would also prohibit an expenditure that would lower the unencumbered balance of the principal of the account below $20 million.
