The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Bill Analysis

HB 3703 would waive any continuing education requirements for an insurance adjusters who meet certain conditions. This includes an adjuster who receives a certificate of completion of a continuing education program issued by a professional organization of adjusters if the number of hours and program content meet Texas Department of Insurance's current continuing education requirements.

Vote Recommendation Notes

Texas Action supports the measures in this bill which eliminate redundant education requirements and allows the certification system to be more efficient. HB 3703 would benefit these adjusters who are already qualified for maintaining their certification by no longer burdening them with unneeded education requirements. This upholds our principles of limited government and individual liberty, so for these reasons, we support this legislation.
