Bill Analysis
Under current law, certain perfected agricultural liens have priority over a conflicting security interest on another lien that favors a third party. HB 3663 would clarify the applicability of this provision so as not to affect the validity or priority of an interest or lien made directly with the producer, a cotton ginner's lien, and certain contract purchasers.
