Relating to the conduct of a live sound study after the completion of certain transportation projects.

No significant fiscal implication to the State is anticipated.

Bill Analysis

HB 3551 would require the Texas Department of Transportation and toll project entities to conduct live sound studies within one year of completing transportation projects that include sound barriers.

 

If the results of the study show that the sound mitigation does not meet projected forecasts the managing entity whether it is a tolling project entity or the department must modify the existing sound barriers to meet the standards set by the forecasts.

Vote Recommendation Notes

The authority to make considerations to improve roadways is clearly within the legitimate responsibility of the government, the provisions of this bill have no relationship to our liberty principles. House Bill 3551 neither uplifts nor offends our liberty principles, therefore we remain neutral.
