Bill Caption
Relating to municipal building regulations that require a license for constructing a commercial or residential structures.
Fiscal Notes
From the LBB: no fiscal implication to the state is anticipated.
Bill Analysis
HB 3506 would amend the Local Government Code to prohibit a political subdivision from adopting or
enforcing an ordinance or other measure that requires a
builder or contractor to obtain an occupational license or other
form of certification from the political subdivision as a condition
of obtaining a building permit or other authorization to construct
or remodel a commercial structure.
Vote Recommendation Notes
This bill enhances our free market and limited government principles by prohibiting local license requirements as a condition to obtain a building permit for the construction or remodel of a commercial structure allowing the builder to spend less time complying with governmental licensing requirements and more time on projects. We support HB 3506.
