Bill Analysis

This bill would require the commission on jail standards to adopt reasonable rules and procedures establishing minimum standards regarding the continuity of prescription medications for the care and treatment of prisoners. The rules must allow for a person lawfully taking prescription drugs to remain on that medication, or an equivalent generic drug, upon entering a county jail, and until a qualified health care professional directs otherwise.

Vote Recommendation Notes

As long as government incarcerates people, it has a moral duty to ensure a bare minimum of safety and health care standards in its institutions. Since the administration of a penal system is a core function of the proper role of government, we support HB 3428.
