Bill Analysis

This bill would require the Texas Workforce Commission to assess the estimated price charge by child care providers for the subsidized child care program in each workforce development area and the number of places reserved for participants in the child care subsidy program out of the total number of children enrolled with a provider on a full-time basis categorized by age of the child in each local workforce development area.

The bill would also require the commission to evaluate the progress of the child care program regarding coordination with education agencies and make information available to the public regarding improving coordination between the child care program, pre-K program, and participating providers in the child-care program, school districts, and open-enrollment charter schools, and increasing quality of and access to the program.

Vote Recommendation Notes

The provisions of this bill do not affect our liberty principles and we remain neutral, however we do note that subsidy programs which redistribute income from some Texans to provide other Texans with childcare are a violation of limited government, individual liberty, and property rights. We would certainly oppose any future legislation using the results of the evaluation proposed under HB 3323 as a basis to increase such subsidies.
