Relating to the suspension, revocation, or cancellation of a
driver’s license or personal identification certificate and to
certain conduct constituting contempt of court that may result in
the suspension or denial of a driver’s license.

No significant fiscal implication to the State is anticipated.
Bill Analysis
The bill would amend the Code of Criminal Procedure to provide that a justice or municipal court
may not order confinement of a child for the failure to appear for an offense committed by the
child. Additionally, this bill would have anyone under 18, instead of those with a provisional license, with two or more moving violations, licenses revoked.
Vote Recommendation Notes
This bill rightly prohibits the confinement of a minor for failure to pay a fine for a fine only offense, reforming the penal system. One area of concern would be the act of removing one's license for moving violations if they are under the age of 18. We should be treating people of all ages equally once they have crossed the legal threshold. Currently, you may have a drivers license at 16 so it makes no sense to punish these types of drivers more because of their age. We ultimately support this bill though.
