Bill Analysis
This bill would establish a pilot program to reduce the risk of certain communicable diseases in Bexar, Dallas, Harris, and Travis county and the hospital districts in those counties. The program would offer anonymous exchange of used hypodermic needles for new ones and offer education on transmission and prevention of infectious diseases including HIV and hepatitis B and C, and would assist participants in obtaining healthcare.
Vote Recommendation Notes
This bill would violate our limited government principles by establishing a pilot program for specific counties to reduce and prevent the transfer of infectious and communicable diseases such as HIV and hepatitis. This is an area best left to local government and is not the proper role of state government. We oppose HB 3256.
