Bill Analysis
Under current law, a personal bond pretrial release office is required to prepare a record containing information about any accused person who is released by a court on personal bond. If this bill passes, the reports would be required to specify the number of people who are released on personal bond before sentencing in a pending case. The bill would also repeal a requirement for a report on the number of persons who were convicted of the same offense, or of any felony within the preceding six years of the date the charges were filed. Additional procedural and administrative changes would be made.

It is well within the proper role of government to set certain reporting requirements. However, this bill does not have a measurable impact on our liberty principles. We will remain neutral on HB 3165.
