Bill Analysis

HB 3163 would revise the definition of a “vehicle lessor” to mean a person who, as the lessor, leases or offers to lease a motor vehicle to another person. Subsequently, a licensed vehicle lease facilitator may sign a vehicle lease agreement as a vehicle lessor before the vehicle lease is assigned, transferred, or conveyed to an ultimate lessor. This would allow a person who does not own a vehicle to be a vehicle lessor.
