The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
Bill Analysis
HB 3026 would abolish the used oil recycling account, using the water resource management account in place of it, including all reimbursements that would be paid out of this account. All fees and other funds directed to the oil recycling account would be funneled to the water resource management account.
Vote Recommendation Notes
Shifting funds from the oil recycling account to the water resource management account neither uplifts nor offends our liberty principles and we remain neutral.
