Bill Analysis
HB 3015 would require a municipality to establish and maintain a vacation leave time account for each firefighter employee organization. A firefighter who is a member of an employee organization may donate any amount of accumulated vacation time to the vacation leave time account. They may use the time donated without receiving a reduction in salary and without reimbursing the municipality. Procedures to request the use of and account for the vacation time would be established.
Vote Recommendation Notes
This bill would create a system to enable members of firefighters unions to lobby the state legislature at taxpayer expense. Public employees who want to lobby the legislature on behalf of their union should do that on their own time, not using taxpayer-funded vacation days. Furthermore, it is not the proper role of state government to impose this mandate on local governments. This violates our limited government principle. For these reasons we oppose HB 3015.
