Bill Analysis

HB 2993 amends Transportation Code regarding membership to the Texas Transportation Commission advisory committee.

Current law states that the Public Transportation Advisory Committee must consist of nine members that are appointed by the Governor, Lieutenant Governor, and Speaker. Membership on the committee must include membership from a variation of public transportation provider’s users, and the general public.

The bill would grant the Texas Transportation Commission the authority to appoint membership to the advisory committee. The total number of members would remain the same at 9, however, the number of members required from each group of providers, users, and general public would be increased from one to two.

Vote Recommendation Notes

The authority to make changes to governing committees of political subdivisions is within the legitimate responsibility of the state government, the provisions of this bill do not appear to have a connection to our liberty principles. Therefore, we remain neutral on HB 2993.
