Bill Analysis
Under current law, the Texas Water Development Board issues a new state water plan every five years. HB 2948 would require the formation of an interregional planning council during the creation of state water plans to improve coordination among the regional water planning groups and between each regional water planning group and the board. This bill would also require that reports sent to the board by regional water planning groups be more specific about water needs and goals for meeting those needs as well as identify unnecessary or counterproductive variations in specific drought response strategies.
