No significant fiscal implication to the State is anticipated.

Bill Analysis

Under current law, the state water pollution control revolving fund exists to provide financial assistance to political subdivisions for construction of treatment works and to persons for nonpoint source pollution control and abatement projects. HB 2943 would instead only offer this assistance to projects eligible for assistance under federal law. This bill would also require that loans be offered for a term not to exceed the projected useful life of the loan and would require that projects financed by these loans have a demonstrable impact on water quality control. The bill would further establish a program to promote the acquisition by eligible applicants of conservation easements.

Vote Recommendation Notes

The proposed change to qualifications for projects eligible for funding under the state water pollution control revolving fund does not affect our liberty principles, therefore we remain neural on HB 2943.
