Bill Analysis

HB 2911 would amend the Code of Criminal Procedure to allow certain veteran defendants placed on deferred adjudication community supervision for or convicted of a misdemeanor offense to participate in a veterans reemployment program developed and implemented by the Texas Workforce Commission. The program would include workforce development education and training courses and a participant would successfully complete the program if the course are completed and the individual obtains employment, diligently searches for employment for six months, or is determined unemployable. A fee may be changed for a course.

Vote Recommendation Notes

Given that this program can be likely developed and implemented within existing resources, we remain neutral. However, we would like to point out that while the goal of this bill is admirable in seeking to help veterans avoid lengthy sentences and records that can ruin job prospects, we believe programs such as these should not be solely restricted to veterans. Rather, they should be available to all.
