Relating to the memorandum of understanding among certain agencies to coordinate services provided to persons needing multiagency services.

No significant fiscal implication to the State is anticipated. 

Bill Analysis

This bill would add the Texas Education Agency to the agencies that are part of the memorandum of understanding to coordinate services for person needing multiagency services, and appoint the division within the Health and Human Services Commission that coordinates policy and delivery of mental health services to oversee the implementation of the joint memorandum of understanding. The bill also clarifies that the memorandum must clarify the responsibilities of each agency in providing physical and behavioral care, prevention and early intervention services to prevent child abuse and neglect and delinquency, housing, and diversion from juvenile or criminal justice involvement. The bill also would require that the interagency staffing group provides information and guidance on the availability of programs and resources in communities and best practices for addressing the needs of individuals served by multiple agencies. Lastly, the bill also adds a definition of the least restrictive setting for a child care placement.
