Bill Analysis
This bill would allow the Board of Pardons and Paroles to require an inmate to complete certain classes or programs before releasing the individual on parole. The board would be required to also make reasonable measures to ensure that the inmate has the opportunity to complete the programs or classes included in the inmate's individual treatment plan, before the individual’s parole eligibility date. If this bill passes, the programs would have to be completed in a timely manner so as to not delay an inmate's release on parole due to any uncompleted classes or programs.

It is well within the proper role of government to require an inmate to complete certain programs before they may be released on parole. This bill seeks to get people released on parole without any unnecessary delay. In 2014 parole cost $4.04 per day, where as it cost $54.89 per prison inmate per day. For this bill's role in chipping away at the long-term costs of incarceration we support HB 2888.
