The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill. 

Bill Analysis

Under current law, breeder deer held in a permitted deer breeding facility must be identified with a tag or tattoo. HB 2855 would allow breeder deer to also be identified with a microchip implant.

Vote Recommendation Notes

Given the procedural nature of this bill, HB 2855 neither uplifts nor offends our liberty principles, therefore we remain neutral.
