Relating to the term for a lease of land owned by certain navigation districts.

Bill Analysis

Current law states that the Navigation and Canal commission may lease the surface of land for no longer than a 50 year period. The commission may enter into a month to month leasing agreement with an entity.

House Bill 2591 would amend current Water Code by adding a subsection that would allow certain navigation districts to enter into or extend a lease of the surface of land not to exceed 99 years under certain conditions and restrictions.

Vote Recommendation Notes

The authority to allow political subdivisions to more effectively operate the organization is clearly within the legitimate responsibility of the government, the provisions of this bill have no relationship to our liberty principles. House Bill 2610 neither uplifts nor offends our liberty principles, therefore we remain neutral.
