Bill Caption
Relating to the elimination of certain fees for licensure and the disposition of certain fees collected by the Texas Lottery Commission under the Bingo Enabling Act.
Fiscal Notes
A negative impact of $6,496,000 through the biennium ending August 31, 2019. Additionally, there will be a loss of $33,293,334 beginning with the 2020-21 biennium.
Bill Analysis
Under current law, fees are imposed upon application for various permits and licenses related to bingo games operation. HB 2578 would eliminate several fees and dedicate the proceeds from remaining license and prize fees to a new special account inside of the general revenue fund to facilitate the administration of the Bingo Enabling Act. Specifically, this bill would eliminate the license fees for bingo operator licenses, unit manager licenses, and bingo worker registration. Remaining fees from commercial lessor, manufacturer's and distributor's licenses would be deposited into the special bingo
administration account.
Vote Recommendation Notes
This bill supports the principles of limited government and the free market by eliminating several fees related to licenses for bingo games operation. This would decrease state intervention and unnecessary regulation imposed by those fees. For these reasons we support this bill.
