Fiscal Notes

From the Legislative Budget Board: The fiscal implications of the bill cannot be determined at this time; however, it is anticipated that the provisions of the bill would have a negative impact on revenue to the state and to local units of government.

Bill Analysis

Under current law, fees are imposed upon application for various permits and licenses related to bingo games operation. HB 2577 would require the state offer refunds or partial refunds if an application is withdrawn before a permit is issued or the application is denied. This bill would also require the creation of a bingo advisory committee that represents various interests to assist the Texas Lottery Commission. Lastly, HB 2577 repeals a section of the Occupations Code relating to the use of criminal history record information in bingo licensing.

Vote Recommendation Notes

This bill supports the principles of limited government and the free market by reducing the burden of government regulations in the bingo gaming industry through the imposition of state fees for licenses and permits. For this reason, we support HB 2577.
