HB 2557 amends Transportation Code relating to local government transportation infrastructure projects specifically rail projects.
The bill would authorize counties and navigation districts to develop and issue bonds for rail facilities in certain areas. The counties bracketed in the bill would be authorized to add improvements to ports and transportation infrastructure in the navigation districts. The improvements would accommodate increased trade that has resulted from infrastructure improvements to the Panama Canal.
The bonds would be secured by a pledge of the revenues of the facilities, including contract revenue, grant revenue, or other revenue collected in connection with the facilities.
This is for port related commercial transportation, not public passenger transit systems. Transportation infrastructure is a legitimate concern of the state. This bill does not appear to have a connection to our liberty principles and we remain neutral.
