Bill Analysis
Under current law, projects considered feasible can receive an award of financial assistance under the federal HOME Investment Partnerships Program. HB 2528 would authorize the state Department of Housing and Community Affairs to issue to a certified organization eligible for the aforementioned program a project-specific predevelopment loan to facilitate development. This loan would only be permitted for use in paying reasonable project preparation costs.
Vote Recommendation Notes
This creates a new taxpayer-backed government loan project which offends our limited government and free market principles. We oppose HB 2528.
