Bill Analysis
HB 2484 would create a new occupational regulation requiring a state license to operate animal export-import processing facilities. Standards to acquire, renew, and maintain a license would be established, fees would be charged for application and renewal, a schedule of sanctions for violations would be adopted, and administrative penalties of as much as $5,000 would be used to enforce rules.
Vote Recommendation Notes
This bill infringes on the principle of limited government and the free market by requiring an animal export-import facility to be licensed by the state before it can be legally operated. It is not the role of the state to micromanage and penalize animal trade facilities, particularly when this activity is already covered by federal law. For this reason, we oppose HB 2484.
