This bill would remove the provision that nursing facility quality-based payment incentives would be distributed only to the extent that appropriated funds are available. 

Vote Recommendation Notes

Propping up the salaries for a private industry is a violation of our limited government principle. This bill has a noble goal but it is not the proper role of government.
