Relating to the minutes of operation required for public school districts, charter schools, and other education programs and to calculating the average daily attendance for certain education programs.

Bill Analysis

This bill would allow school districts to either report their classroom times in minutes or days, redefining Average Daily Attendance to include students who are in school for at least 240 minutes per day. It provides that a district or charter school is eligible to earn full ADA if the district or school provides at least 43,200 minutes of instructional time to certain students and provides that a district or charter school operating that operates a prekindergarten program is eligible to receive one-half of ADA if the district's or charter school's prekindergarten program provides at least 32,400 minutes of instructional time to students; or 180 days of instruction to students, with a number of hours of instruction per day that results in the equivalent of 32,400 minutes of instructional time.

This bill would also set minute and operating day rules for dropout recovery programs and blended learning programs such as internships and workforce training.

Vote Recommendation Notes

This bill is administrative in allowing districts to change the school year from days to minutes in public schools, half day and full day pre-k therefore we are neutral.
