The bill would make no appropriation but could provide the legal basis for an appropriation of
funds to implement the provisions of the bill.
Bill Analysis
Under current law, fees for permits issued for the transportation of oversized and overweight vehicles in Hidalgo County may not exceed $80 and only 15 percent of revenue may be used to cover administrative costs. HB 2276 would set the maximum fee amount to $200, limit administrative use to ten percent, and would require fees collected in an amount not to
exceed five percent to be used to leverage funding from other sources to construct or improve
certain road and bridge projects.
Vote Recommendation Notes
Though we typically object to fee increases, in this instance the increase relates to a user fee in one specific county for the use of roads in that county. As such, HB 2276 neither uplifts nor offends our liberty principles, therefore we remain neutral.
