Bill Caption

Relating to the creation and operations of health care provider participation programs in certain counties.

Fiscal Notes

No significant fiscal implication to the State is anticipated.

Bill Analysis

This bill would create the county health care provider participation program for counties that are not served by a district or public hospital, have a population of less than 100,000, contain at least two municipalities with at least 15,000 people, and border the Red River. The program would authorize the county to collect mandatory payments (set by the commissioner’s court) from health care providers located in the county and put it in a local provider fund to help fund the cost of indigent healthcare in the county or certain intergovernmental transfers.

Vote Recommendation Notes

This bill is local in nature for bracketed counties, mostly about meeting conditions to receive federal funding, and would not increase the cost of government or public debt, therefore we remain neutral on this legislation.
