Bill Analysis
HB 2014 would set up a grant program for certain school districts to institute innovative mathematics lesson plans in order to improve math scores and standards at the district. School districts with this distinction are free from interventions from the state, allowing school districts to not have the state assign them an accountability standard. This bill would also amend Education Code to allow the Commissioner to structure and approve pay for
success programs for use by a school district or open-enrollment charter school; evaluate and
approve certain participants in a pay for success program; and require an approved participant to
comply with the objectives, metrics,and other pay for success program requirements determined
by the Education Commissioner.
Vote Recommendation Notes
Addressing educational issues and how to better provide services is within the function of state government per our state constitution. Providing more innovative programs is likely to produce a better end result. For this reason we support this bill. We also note that to truly boost the competitive and innovative spirit which would improve education for all Texans, the legislature should pass full parental choice reform to allow education funds to follow the student to whatever school or model of education the parent and student consider appropriate. Only with true school choice will the benefits of competition and innovation revitalize our public school system.
