a public school in this state after the student’s junior year of
high school.

No significant fiscal implication to the State is anticipated.
Bill Analysis
HB 1980 would have transfer students who transfer from another state after their 11th grade year, and that do not have the credits necessary after their 12th, evaluated by individual graduation committees using national assessments to see if they can obtain a diploma.
Vote Recommendation Notes
Provisions in this bill such as the recognition of teacher recommendations for students, who have traveled from different states and have not taken all of the assessments required to obtain a diploma, advance our principle of personal responsibility by recognizing merit over compliance with every regulation. For this reason, we support this bill.
