Bill Analysis

HB 1946 would specify that certain water district contracts or leases in which the proceeds are pledged to the payment of a bond may be submitted to the Attorney General for approval.

An amendment was adopted on the floor which would allow a contract or lease, other than one in which the proceeds of the contract or lease are pledged to the payment of a bond, to be submitted to the attorney general along with the bond records for review and approval. The approval of the bonds shall constitute an approval of the contract or lease and it will be incontestable.

For background on the purpose of this very technical issue, the author/sponsor statement of intent is useful.

Vote Recommendation Notes

HB 1946 is a procedural bill which does not appear to have a connection to our liberty principles, therefore we remain neutral.
