Bill Analysis

HB 1864 would establish two new education requirements related to traffic stops by law enforcement. First, information related to law enforcement procedures, proper actions to take during a traffic stop, and appropriate interactions with law enforcement would be included in drivers' education courses. Second, peace officers would be required to receive training related to traffic stops as it relates to proper procedures and appropriate use of force.

Vote Recommendation Notes

It is clearly within the purview of the legislature to determine what material is included in a drivers' safety course and to ensure that peace officers are properly trained to execute traffic stops in such a way as to reduce the chance of a violent encounter. This is an administrative bill that does not affect our liberty principles and we remain neutral.
