Bill Analysis

This bill would establish an innovation program at institutions of higher education that align with state and institutional goals.

The bill requires the criteria to include demonstrated success, as determined by the commissioner, in providing high-quality, high-value educational opportunities to all students, particularly low-income and historically under served student populations; including students enrolled in adult degree completion programs, and advancing state and institutional goals related to educational access, persistence, and attainment and labor market outcomes. 

Vote Recommendation Notes

This bill would grow government by creating yet another new and unnecessary program that would result in hiring more state employees at taxpayer expense. We oppose HB 17.
