Relating to computation of certain performance indicators by metropolitan rapid transit authorities.

Bill Analysis

Under current law pertaining to Capital Metro the number of accidents and number of miles between mechanical road calls is calculated to include only services directly operated by the metropolitan rapid transit authorities.

HB 1764 would amend current Transportation Code by striking language requiring calculations for service directly operated by the authority. An authority would also be prohibited from spending for capital improvements; money in excess of the total amounts allocated for major capital expenditures in the current and preceding annual budget.

Vote Recommendation Notes

This is a local bill only applying to the Capitol Metropolitan Authority. While the authority to allow a more accurate determination of accidents concerning entities that utilize tax payer money is clearly within the legitimate responsibility of the government, the provisions of this bill have no relationship to our liberty principles and we remain neutral.
