Bill Analysis
This bill authorizes voluntary contributions toward a grant program that would go to the benefit of a grant program that helps test evidence related to sexual assault. The funds would be collected by the Comptroller and dispersed to law enforcement agencies.
Vote Recommendation Notes
It is within the proper role of government to collect evidence and prosecute those who violate the rights of others. Programs such as the grant program proposed under HB 1729 serve as a reminder that government has expanded far beyond its proper role at both the state and local levels when the essential functions are underfunded and in need of donations to fund their operation. While creating a new dedicated fund to cover these expenses is not the best funding mechanism, it does not affect our principles either way. We remain neutral.
