Bill Analysis
HB 1665 intends to promote economic export opportunities by implementing procedures related to switchable electric generating facilities for cross-border dispatch. Specifically, this bill would require the Public Utility Commission to approve a binding coordination agreement made between the Electric
Reliability Council of Texas power grid and an electric power grid in Mexico that is adjacent to the ERCOT grid, as subject to certain conditions and requirements.
