Bill Caption
Relating to the regulation of cross-border electric generating
facilities.
Fiscal Notes
No significant fiscal implication to the State is anticipated.
Bill Analysis
HB 1665 intends to promote economic export opportunities by implementing procedures related to switchable electric generating facilities for cross-border dispatch. Specifically, this bill would require the Public Utility Commission to approve a binding coordination agreement made between the Electric
Reliability Council of Texas power grid and an electric power grid in Mexico that is adjacent to the ERCOT grid, as subject to certain conditions and requirements.
Vote Recommendation Notes
HB 1665 neither uplifts nor offends our liberty principles, therefore we remain neutral. That being said, this is likely sound public policy because it will allow for added power generation capacity during peak demand times.
