Bill Analysis

This bill would modify the occupations code related to the business of structural pest control. It would specify that a clerical employee or a manual laborer is not engaged in the business of structural pest control if the person does not advertise or solicit to perform any service related to structural pest control. This bill would also clarify that anyone considered to be engaged in structural pest control, by advertising soliciting, performing or offering these services is required to hold a license in this state, including those who perform these services as a part of their employment. 

Vote Recommendation Notes

This bill diminishes our free market and limited government principles by increasing regulation on the service requiring a structural pest control license making it harder to earn a living. For this reason, we oppose HB 1586.
